The Khmer Institute of Democracy (KID) was established as a non-governmental organization (NGO) on 6th October 1992  by Ambassador Julio A. Jeldres, based upon an idea of a group of Cambodian-Americans in California. Ambassador Jeldres had previously been a Senior Private Secretary to His Majesty King Norodom Sihanouk for 12 years. He is presently the Chairman of KID's Executive Committee; the Official Biographer of His Majesty King Father Norodom Sihanuk and an Adjunct Research Fellow at the Asia Institute of Monash University in Melbourne, Australia.
